基于PMC指数模型的浙江"惠民保"政策量化评价研究OA
Quantitative evaluation of"People-benefit Insurance"policy based on the PMC index model
目的 对浙江省"惠民保"政策文本进行量化分析,提出针对性的政策优化路径,以促进惠民保的高质量发展,进而完善我国多层次医疗保障体系.方法 基于NVIVO 12.0进行政策文本挖掘,在充分考虑各城市政策协同性的基础上,将同一城市范围内的政策文本整合为案例,结合PMC指数模型进行政策评价.结果 在纳入分析的10个案例中,3个案例达到优秀等级,6个案例处于良好等级,PMC指数平均值为7.54,整体表明政策设计科学合理,基本满足"惠民保"的发展需求.但也发现了政策效力期限短暂、缺乏长期规划、受益群体覆盖不足等若干问题.结论 基于分析结果,优化顶层设计,构建长效机制;加强风险防范,支持可持续发展;完善激励约束制度,提升政策执行力;扩大政策影响力,提高公众参与是"惠民保"未来发展的重要方向.
Objective Taking Zhejiang Province as an example,this study aimed to quantitatively ana-lyze the policy texts of People-benefit Insurance and proposed targeted policy optimization paths,so as to promote the high-quality development of"People-benefit Insurance"and improve the multi-level medical insurance system in China.Methods Policy text mining was performed based on NVIVO12.0.Fully considering the policy syner-gy in various cities,we integrated innovatively policy texts within the same city,took them as cases,and used the PMC index model for policy evaluation.Results Among the 10 policy text cases included in the analysis,3 cases were rated as excellent and 6 cases good.The average PMC index was 7.54,indicating that the policy design was scientifically reasonable and could meet the development needs of"People-benefit Insurance".However,there were also problems such as the transient policy effectiveness,lack of long-term planning,and insufficient coverage of beneficiary groups.Conclusions It is vital for people-benefit insurance to optimize the top-level design and construct a long-term mechanism based on the analysis results,to strengthen risk prevention for its sustainable de-velopment,to improve the incentive and restraint system and enhance the implementation of policies,and to ex-pand the influence of policies and increase public participation.
