Abstract

The registration of natural resource property rights is a prerequisite and foundation for implementing the decisions and deployments of the Party Central Committee and the State Council on ecological civilization construction and promoting the establishment of a natural resource property right system and integrated management of natural resources.This paper took the Xicheng District of Beijing as an example to explore the technical route for the unified registration of natural resource property rights in urban concentrated construction areas.The paper proposed to build a three-dimensional(3D)platform and use backpack 3D laser scanning,cloud exploration,and cloud consultation to assist in the pre-delimiting of river registration units.The specific problems in the work were analyzed,and the pre-delimiting ideas were sorted out to refine the principles of pre-delimiting the boundaries of registration units and the principle of extracting cadastral elements.A solution and technical path were formed for the registration of natural resource property rights in urban concentrated construction areas,providing a reference for the registration of natural resource property rights in urban areas.
