Abstract

Computing power is a new type of productive force in the era of informatization,digitalization and intelligence,and it is a powerful tool in the competition among major countries.The strategic choice of computing power competition is related to whether a country can seize the opportunities of the new technological and industrial revolution and achieve a leap in its comprehen-sive national strength.Based on the"technology-economic paradigm"model and combined with the global practice of artificial in-telligence development,this paper proposes that China is currently at a critical juncture where the computing power technology revo-lution is transitioning from the introduction period to the expansion period.The focus of the computing power development strategy should shift from computing power infrastructure to the computing power economy.A high-quality computing power economy,by rationally allocating social resources,leads China into the expansion period of the computing power technology revolution and fully unleashes the potential of the computing power market.The complex computing power economic system represented by DeepSeek,featuring an independent and controllable industrial chain,innovative entrepreneurial entities,economic ecosystem empowerment,economic logic guiding technological innovation,and the development of Chinese-style computing power economy based on local conditions,provides a demonstration effect for the high-quality development of the computing power economy.With the expansion of the computing power market,it is necessary to improve the computing power market mechanism in advance and expand its func-tions.This paper suggests that attention should be paid to the"Jevons Paradox"and the forward-looking layout of computing power facilities that match the high-quality computing power economy;actively improve the competition mechanism led by R&D for long-term profitability,drive the computing power economy with integrated innovation,promote the improvement of the value co-creation mechanism,and expand the computing power commodity market and matching market.
