苏南乡村集中居住的机制研究——基于土地发展权流转视角
A Study on the Mechanism of Concentrated Rural Settlement in Southern Jiangsu:From the Perspective of Land Development Rights Transfer

Abstract
In recent years,driven by China's new urbanization and industrialization,the phenomenon of farmers"staying in cities"while"leaving the land but not the hometown"have intensified,highlighting the increasingly prominent issue of sluggish and insufficient rural land transfers.From local to central levels,continuous practice and exploration of the land transfer system have been undertaken.This paper,from the perspective of land development rights transfer,analyzes and deconstructs the mechanisms of concentrated rural settlement in southern Jiangsu over the past 30 years,identifying and summarizing three typical mechanisms of concentrated rural settlement.The study suggests that in the consolidation and concentration of rural collective construction land primarily composed of rural homesteads,it is essential not only to refine the top-level system design but also to simultaneously coordinate the corresponding market construction and adopt diversified approaches.关键词
