Suggestions on the Reform and Development of Rural Library in the New Era

Abstract
The"Rural Library"Project is a key national cultural program implemented by Chinese government in rural areas.Nearly over the past two decades since its launch,it has become an important part of the public cultural service system,playing a significant role in safeguarding the basic cultural rights of rural residents and accumulating valuable experience for the development of grassroots public cultural services.However,during its operation,the project has gradually exposed some problems.Overall,there are systematic and structural issues such as outdated book collections,inflexible mechanisms,low efficiency,limited integration of digital technology,insufficient exertion of rural residents'subjectivity,and unbalanced regional development.Additionally,the project also faces external environmental pressures such as rural hollowing out and the growing dominance of digital entertainment in capturing public attention.These challenges pose severe obstacles to its development,necessitating urgent reform to break through the deadlock.Furthermore,the Chinese government has introduced higher requirements and new development strategies for the construction of the modem public cultural service system.As an important grassroots public cultural facility,the"Rural Library"urgently needs to keep up with the pace.In view of this,the project team of"Research on the Development of Rural Library in the Digital Age",aim at the prominent problems currently faced by"Rural Library"and the new policy requirements,and put forward reform and development suggestions from four aspects based on extensive research and analysis.First,to address the weak public service awareness among some administrative personnel,relevant suggestions are provided to ensure the sustainable development of the"Rural Library".For instance,fully implement the"Public Cultural Services Guarantee Law of the People's Republic of China",adhere to the principle of equalization of public cultural services,innovate and optimize the network layout,increase financial input,and strengthen the service efficiency of rural libraries in accordance with the law.Second,in light of the current era of rapid digital development,it is proposed to utilize digital technology to empower public service capabilities and establish a"one body with two wings"management and service system for"Rural Library"to enhance its service efficiency.For example,establish National Digital Rural Library Platform to achieve integrated services and management of traditional,carry out full-process digital transformation of traditional rural libraries to comprehensively improve work efficiency and service efficiency.Third,in response to the current inflexible mechanisms of"Rural Library",it is proposed to innovate multiple mechanisms for the operation of public cultural services,and accelerate the development of public cultural service supply subjects from a single subject to multiple subjects.For instance,widely explore the government and social capital cooperation model to form a social multi-party co-construction mechanism;cultivate professional organizations for promoting reading among the public,and set up a"Rural Reading Public Welfare Fund";establish a"Rural Library"volunteer service mechanism to form a social multi party co-management mechanism.Fourth,in light of the cultural and spatial characteristics of"Rural Library",specific measures are proposed to upgrade the new cultural functions.For example,establish new type of rural public cultural spaces based on rural libraries,and transform them with conditions into new places for the inheritance of publishing culture.关键词
