Abstract
The digital transformation of grassroots public services is a crucial pathway to advancing national governance modernization and enhancing public service provision.Grassroots governments,by virtue of their proximity to communities,minimal jurisdictional discrepancies,and agile decision-making capabilities,are well-positioned to drive this transformation.However,they also face challenges such as limited authority,scarce resources,and inadequate technical skills.This situation may lead grassroots governments adopting a behavior strategy of extensive innovation and ad hoc governance,resulting in multiple challenges such as insufficient project sustainability,mismatch between technology and demand,and short-sighted innovation.To mitigate these structural tensions,it is vital to improve resource allocation,establish interdepartmental collaboration frameworks,and enhance technological capabilities.Future policy-making should focus more on the real conditions faced by grassroots governments,foster demand-driven and sustainable digital initiatives,and ensure the efficient and enduring governance of grassroots public services.关键词
