县级区域风能和太阳能资源开发潜力精细化评估——以突泉县为例OA
REFINED ASSESSMENT OF WIND AND SOLAR ENERGY RESOURCES AND TECHNICAL POTENTIAL AT COUNTY LEVEL——A CASE STUDY OF TUQUAN COUNTY
风能和太阳能资源的开发利用被认为是解决能源危机与气候问题的有效途径,详细了解县级区域的风能和太阳能资源分布情况及其开发潜力,对地方可再生能源开发利用规划和具体的工程选址等有重要的指导意义.基于风能资源数值模拟技术、SMARTS分光谱辐射传输模式、GIS空间分析技术等,综合考虑资源禀赋、地形、土地利用约束、永久基本农田、自然保护区、生态保护红线、规划政策等因素,构建了完整的县级区域风能和太阳能资源开发潜力精细化评估方法和流程.以内蒙古自治区突泉县为例,开展了千米级风能和太阳能资源开发潜力精细化评估.研究结果表明:突泉县风能资源丰富,风速和风功率密度的空间分布呈现西北高、东南低特征;太阳能资源呈西北高、东南低分布特征;建议将最佳倾斜面年总太阳辐照量在1900 kWh/m2 的东南部地区作为光伏发电优先开发区,将可利用风能资源等级为"丰富"或"非常丰富"的九龙乡、水泉镇北部等地区作为风电优先开发区.
The development and utilization of wind and solar energy are considered effective approaches to addressing the energy crisis and climate issues.A detailed understanding of the distribution and development potential of wind and solar energy resources at the county level is of significant importance for guiding local renewable energy development planning and specific project site selection.This paper is based on numerical simulation technology of wind energy resources,SMARTS spectral radiative transfer model,GIS spatial analysis technology,etc.,comprehensively considering factors such as resource endowment,terrain,land use type,permanent basic farmland,nature reserves,ecological protection red lines,planning policies,etc.,to construct a complete county level regional wind and solar energy resource development potential refined evaluation method and process.Taking Tuquan County in the Inner Mongolia Autonomous Region as an example,this paper conducts a refined assessment of wind and solar energy resource development potential at a kilometer scale.The research results show that Tuquan County is rich in wind energy resources,with the spatial distribution of wind speed and wind power density characterized by higher values in the northwest and lower values in the southeast.The distribution of solar energy resources also shows a pattern of higher values in the northwest and lower values in the southeast.It is recommended that the southeast region,with an annual total solar irradiance on the optimal tilt surface of 1900 kWh/m2,be designated as a priority development area for PV power generation.Meanwhile,areas such as Jiulong Township and the northern part of Shuiquan Town,where the exploitable wind energy resource level is classified as"abundant"or"very abundant",should be considered as priority development areas for wind power.
