Digital Technology Empowering Administrative Approval Reform:A Case Study of Shenzhen's Instant Approval

Abstract
Administrative approval reform,as a crucial component of government service reform,not only serves as an entry point for promoting the transformation of government governance models but also constitutes an essential path towards building a service-oriented government.The rapid development of digital technology and its widespread application across various sectors have brought forth new perspectives and practical approaches to administrative approval reform.Exploring how digital technology can effectively empower administrative approval holds significant practical importance.This study integrates existing research findings on seamless government theory,holistic government theory,and digital technology's empowerment of government governance,constructing a dual analytic framework of technology-government as a theoretical lens for deeply analyzing digital technology's empowerment of administrative approval.To delve into this topic,the study extensively collects relevant data on Shenzhen's Instant Approval model and employs a case study method to meticulously depict the entire process of the Instant Approval model,from its inception,promotion,to deepening.The analysis reveals that the success of Shenzhen's Instant Approval reform stems not only from the government's adjustments in values,strategic restructuring,organizational structure optimization,and business process re-engineering in response to the integration of digital technology but also from digital technology's empowerment of government entities across multiple dimensions,including resource integration,regulatory enhancement,and innovation stimulation.关键词
