Network Characteristics and Dynamic Mechanism of Policy Diffusion in Digital Economy:SNA Analyses Based on 533 Policy Texts

Abstract
The formulation and implementation of digital economy policies are crucial to the development of digital economy.The research on the diffusion of digital economy policies provides theoretical experience and methods for the development of digital economy.Based on the theory of policy diffusion,the social network analysis method(SNA)is used to construct a six-dimensional analysis framework and indexes for policy diffusion,quantitatively analyze 533 China's digital economy policy texts,and study the network characteristics and dynamic mechanism of digital economy policy diffusion.It is found that the network of China's digital economy policy is a large-scale network,the density reflects sparseness,the overall cohesion is low,the policy"14th Five-Year Plan"digital economy development plan has the highest diffusion efficiency,and the top-down policy diffusion method is dominant.The dynamic mechanism of the diffusion of China's digital economy policies include administrative directives,competition,learning and imitation,and socialization.To optimize the policy diffusion system of the digital economy,public policy practitioners can focus on three aspects:creating suitable conditions for the release of policy texts,improving the bottom-up diffusion mode of policies,and developing a benign diffusion mechanism for local governments.关键词
