Abstract

Large scale sports events bring not only social and economic benefits,but also the potential danger of large-scale emergencies to the host country.Only by paying attention to the allocation of emergency medical rescue resources for large-scale sports events,can we effectively reduce the loss of emergencies.The allocation of emergency medical rescue resources for large-scale sports events is affected by many factors.For example,the allocation of emergency medical rescue resources for large-scale sports events should consider not only its impact on citizens'daily disease relief,but also meeting the emergency medical rescue needs for large-scale sports events.At present,the allocation methods of emergency medical resources for large-scale sports events are usually based on experience and qualitative analysis methods,lacking quantitative analysis means.These methods can neither accurately evaluate the actual effect of the resource allocation scheme,nor ensure that the allocation scheme is reasonable and efficient. To solve the above problems,a decision-making method based on resource demand model and computer simulation for emergency medical rescue resource allocation is proposed.First of all,combined with the probability analysis method and the experience of emergencies in large sports events,a detailed simulation exam-ple is developed for different combinations of emergencies in venues.Secondly,the resource demand model is established based on the integer programming and epsilon constraint method.The model is applied to two stages of emergency medical rescue:search-location and on-site treatment.The model takes into account the specific needs of the affected venues for rescue resources such as ambulances and helicopters when the casualties are determined,that is,when the emergency level is determined.Then,the established resource demand model is called to simulate the simulation case,and the simulation resource allocation scheme that meets the resource demand is obtained.Finally,based on the set theory,the simulation results of the emergency medical rescue resource demand model for large-scale sports events are analyzed.On the one hand,the analysis realizes the evaluation of the existing resource allocation scheme;on the other hand,the analysis summarizes the relevant conclusions on the allocation of emergency medical rescue resources for large-scale sports events,which provide guidance for resource allocation. Based on the actual background of Beijing 2022 Winter Olympic Games,the resource allocation decision-making method proposed in this paper is used to analyze and study the problem of rescue resource allocation deci-sion-making.The resource allocation scheme for various scale emergencies,especially for backup rescue stations is obtained.The proposed resource allocation decision-making method is used to analyze the resource allocation scheme,and several constructive suggestions on the allocation of emergency medical rescue resources for large-scale sports events are summarized and put forward.The first conclusion:as long as the rescue station is selected as the backup rescue force according to the scope of rescue demand for emergencies in a single venue,it can meet the emergency medical rescue needs of all other venues in the event of simultaneous emergencies.The second one:the resource allocation scheme that meets the rescue needs of an emergency of a certain scale will also meet the rescue needs of an emergency of a smaller scale,that is,the rescue stations equipped according to the number of injured people of a larger scale can meet the needs of the rescue stations with the number of injured people of a smaller scale.The third one:the rescue stations that are relatively close to multiple venues and can meet the emergency prescription should be selected as the backup rescue force.
