Abstract
To provide information for overseas investment in the power transmission industry and to offer references for China's power market reform,especially for transmission pricing,it takes Chilean transmission as an example to study the regulatory revenue model and transmission pricing mechanism.By studying the composition of transmission allowable revenue,cost allocation,and transmission tariff formation mechanism,it focuses on the two-part tariff recovery method for transmission system costs,the zonal pricing mecha-nism for transmission congestion charges,and the postage stamp allocation method.The study shows that in terms of the recovery of investment in the transmission industry,Chilean transmission has a stable and continuous revenue mechanism with a clear revenue guarantee mechanism.In the process of power market construction and reform,Chile formes a transmission pricing mechanism that is relatively simple and clear and takes into account certain transmission congestion management,while also being linked to the electricity spot market.For investors,Chilean transmission industry has a clear and guaranteed revenue mechanism.For China's electricity regulation agencies,the experience of the Chilean case can be used as a reference to explore the construction of a transmission pricing mechanism that simultaneously reflects the locational signal of prices and transmission congestion management,and to gradually a-chieve effective coordination between the reform of transmission and distribution tariffs and the electricity spot market.关键词
