Abstract
To thoroughly implement the decisions of the Third Plenary Session of the 20th Central Committee of the Communist Party of China regarding the improvement of the socialist legal system with Chinese characteristics,and to advance water-related rule of law in the Haihe River Basin,and enhance basin governance capacity,was conducted in this study specialized legislative research on water resource management in the basin.Aligned with the Special Research Work Plan on Promoting the Legislation for the Protection of the Haihe River,was systematically evaluated the current water resource management framework in the Haihe River Basin.The structural composition,institutional content,and practical efficacy of existing systems were analyzed,critical challenges in water resource governance were dentified,and targeted countermeasures to address basin-scale management issues were proposed.These efforts hold significant implications for strengthening water-related legal frameworks,enforcing rigid water resource constraints,and improving water governance in the Haihe River Basin.关键词
