Abstract
The conservation and sustainable utilization of water resources serve as a critical lever for implementing integrated conservation strategies and a cornerstone for advancing high-quality development.The Haihe River Basin,notably characterized by scarce natural water endowments,spatiotemporally uneven distribution,and rigid demand pressures,ranks among China′s most water-scarce regions.To address these challenges,there is an urgent need to develop a water conservation and utilization system aligned with the new development paradigm,embedding water-saving principles across all sectors and stages of socioeconomic activity.In this paper,the construction of water resource conservation and utilization system at different levels were summarized,and the"blind spots"and"difficulties"in the rule of law construction were analyzed in the aspects of total water use and efficiency control,water quota management,planned water use management,supervision of key monitoring units of water use,and construction of water-saving society.And the corresponding legislative suggestions for the above aspects were put forward.关键词
