Abstract
The global and domestic groundwater legislations were evaluated in this paper,with a focus on the Haihe River Basin,to analyze the implementation efficacy and existing problems of groundwater-related laws and regulations while identifying persistent challenges.It proposes a legislative framework tailored to groundwater governance in the basin.The research revealed that China has preliminarily established a legal system for groundwater management.However,systemic deficiencies persisted,including institutional fragmentation among management entities,incomplete regulatory frameworks,inadequate monitoring and enforcement mechanisms,and ambiguous institutional responsibilities at the basin scale.To address these gaps,targeted legislative recommendations for groundwater governance and protection in the Haihe River Basin were proposed in this paper,aiming to strengthen legal safeguards for the sustainable utilization and ecological conservation of its groundwater resources.关键词
