Abstract
The Yongding River,a critical tributary of the Haihe River system,functions as a vital ecological buffer for the Beijing-Tianjin-Hebei-Shanxi-Inner Mongolia region.Nevertheless,its fragile ecosystem imposes significant constraints on regional ecological civilization initiatives.Conventional approaches—predominantly fragmented administrative or sectoral governance—have demonstrated limited efficacy in addressing these challenges.Notably,the Yongding River Basin Investment Company has emerged as a pivotal institutional mechanism,simultaneously advancing regional legal frameworks and ensuring sustained ecological restoration.To address these systemic issues,a holistic reassessment of ecosystem-based governance was imperative.This study advocated for the establishment of coordinated ecological protection legislation through strategic measures:strengthening the justification for legislative necessity and feasibility,optimizing legislative frameworks in both content and structure,and enhancing legislative quality alongside implementation efficiency.These integrated efforts aim to institutionalize robust legal safeguards for sustainable development in the Yongding River Basin.关键词
