Abstract
Amidst the promulgation of China′s Yangtze River Protection Law and Yellow River Protection Law,the necessity of enacting specialized legislation for other major basins—such as the Haihe,Huaihe,and Liaohe River Basins—to address gaps in basin-wide legal frameworks has emerged as a critical frontier in the nation′s rule-of-law construction.Grounded in field investigations of eight key estuaries in the Haihe River Basin conducted by the Haihe River Downstream Management Bureau,the management challenges in estuarine ecosystems were diagnosed and the relevant suggestions were put forward,thereby offering actionable insights for future legislative endeavors in the basin.关键词
