Abstract

The Xiaoqing River Flood Diversion Area is a key retarding basin in the Haihe River Basin.However,it currently suffers from insufficient safety construction,which prevents its effective utilization.Once the flood diversion area is activated,it will pose a serious threat to the lives,property,and socioeconomic sustainable development of the residents within the area.The construction of safety zones is a primary means to ensure the flood protection and safety of the population in the flood diversion area.The planned safety zone′s enclosing dike passes through villages.After fully considering the impacts on land occupation,resettlement of residents,and investment,four schemes for the dike line and dike type were proposed for the section from the southern side of the Film City on the eastern dike to Zhuotong Village.Following a comparative analysis of the schemes and thorough argumentation,the earth dike combined with a flood wall was determined to be the optimal solution.
