摘要

Abstract

[Research purpose]The urgent task for our country to achieve sci-tech self-reliance and self-strengthening at higher levels is to overcome the persistent bottleneck problem of core technologies in key fields.The adaptability of scientific and technological innovation system and core technologies in key fields still faces challenges,such as the lack of strategic cohesion in scientific and technological strength,insufficient emphasis on the dominance of enterprises,untapped potential for social innovation,and inefficient allocation of scientific and technological research resources.The study is to provide theoretical reference for the system improvement of achieving breakthroughs in core technologies in key fields,and help achieve sci-tech self-reliance and self-strengthening at higher levels.[Research method]This paper uses the method of literature review and theory deduction to analyze the necessity of supporting the system,and points out the specific adaptation problems.The governance concept of"high energy,integration,openness and digitalization"is introduced in a targeted way into the construction of scientific and technological innovation system,and is further concretized into a set of multi-dimensional efficiency enhancement solutions at the practical level.[Research conclusion]The solution proposes to explore new organizational models to establish high-level scientific and technological innovation platforms,establishing industrial innovation consortia to strengthen the role of leading enterprises,promoting factor flow within an open innovation ecosystem,and injecting strong impetus into the precise allocation of key research resources through data-driven approaches.
