Experience,Lessons and Implications of the Legalization of PPP Project Financing in the United States
摘要
Abstract
Shackled by the federal system of decentralization,the conflict between federal consolidated legislation and state decentralized legisla-tion has long existed at PPP project financing legal practice process,although the states also try to interstate coordinated legislation,which has a-chieved certain results,but inherent shortcomings remain!Drawing on the experience and lessons learned from the United States,the legal environment of PPP project financing in China should be shaped around seven aspects,such as budget and procurement,financing and guarantee,dispute resolu-tion,taxation,and government risk sharing,under the multiple legal paths.关键词
