Research on the Policy Intervention Path to Prevent the Relative Poor from Returning to Poverty in the Post-poverty Alleviation Period

Abstract
[Objectives]Ability to cultivate farmers'continuous self-poverty reduction is an important way to prevent farmers from returning to poverty in the post-poverty alleviation period.[Methods]Based on the two-dimensional perspective of behavioral policy tools and competency characteristics,this paper explores the use preference of behavioral policy tools in the targeted poverty alleviation period and its matching relationship with competency characteristics through the analysis of policy texts.Analysis the practical effect of different behavioral policy tools on competent characteristic intervention.[Results]We found that there was no match between the frequency of use and the practical effect of behavioral policy tools Now reverse matching model;competency features by different policy tools.However,the matching between behavioral policy tools and competency characteristics in the policy text is not consistent with the optimal matching combination between behavioral policy tools and competency characteristics found in the survey experiment,which is manifested as the bias of booster tools and the small scope of use of incentive tools.[Conclusions]Therefore,the existing policy texts in the post-poverty alleviation period cannot effectively intervene in the competent characteristics of farmers'continuous poverty reduction.It is necessary to pay attention to the role of the boosting tools,adjust the intervention direction of the boosting tools,expand the intervention surface of the incentive tools,and build the post-poverty alleviation The policy path to prevent farmers from returning to poverty.关键词
