Abstract

To explore the impact pathways of environmental governance,especially low-carbon city pilot policies on the green transformation of construction enterprises,this paper employs the overlapping difference-in-differences method to examine the effects of low-carbon city pilot policies on green technological innovation in the construction industry.Specifically,the number of green invention patent applications and grants serves as a measure for radical green technological innovation,while the number of green utility model patent applications and grants serves as an indicator for incremental green technological innovation.The research findings reveal that the pilot policy significantly enhances both radical and incremental green technological innovation levels in construction enterprises,albeit with a time lag.Nonetheless,as the implementation of the pilot policy progresses over time,the levels of both radical and incremental green technological innovation among construction enterprises in the pilot areas show a steady upward trend.Additionally,the pilot policy notably strengthens the joint radical and joint incremental green technological innovation capabilities of these enterprises.In terms of heterogeneity,the policy has a more pronounced impact on enhancing green technological innovation among civil engineering and construction enterprises,as well as state-owned construction firms.
