摘要
Abstract
In December 2023,the German government released the implementation report on its Strategy for Future Research and Innovation,demonstrating its efforts to integrate resources across departments to address major challenges such as the circular economy,climate protection,and health improvement.This study presents the background,new mission-oriented approach,and overall objectives of the strategy,analyzing its systematic,cross-departmental implementation plan and the collaborative mechanisms within its governance framework.The strategy emphasizes interdepartmental cooperation,advocates for technological and digital sovereignty,and aims to drive social and economic transformation through innovation.Its ultimate goal is to establish an open and flexible innovation system that enhances international competitiveness.Drawing on Germany's experience,this study suggests that China should improve the governance efficiency of its technological innovation,adopt a systemic approach to reshape its innovation landscape,and strengthen the coordination of major strategic initiatives to accelerate the implementation of innovative solutions.关键词
