现代职业教育省级治理绩效评价指标体系构建
Construction of Performance Evaluation Index System for Provincial Governance of Modern Vocational Education

Abstract
Provincial governments play a crucial role in the governance of vocational education.Constructing a scientific and reasonable performance evaluation index system for provincial governance of modern vocational education is vital for enhancing the governance level of provincial governments and promoting the healthy development of vocational education.The Delphi method was adopted to select 18 experts and scholars in the field of vocational education for multiple rounds of research and analysis.The evaluation indicators were formulated and screened,and the weight coefficients of the indicators were determined.Ultimately,an evaluation index system comprising three dimensions was constructed,including governance entities,governance mechanisms and governance effectiveness.Specifically,governance entities consist of 4 secondary indicators and 36 tertiary indicators;governance mechanisms consist of 6 secondary indicators and 18 tertiary indicators;and governance effectiveness consists of 9 secondary indicators and 51 tertiary indicators.At the practical level,the performance evaluation index system for provincial governance of modern vocational education can play a role in driving policy formulation,optimizing resource allocation,exerting governance monitoring functions,and promoting continuous governance improvement.关键词
