摘要

Abstract

Smart emergency has changed the interactive logic and disaster reduction ideas of traditional urban emer-gency,and the promotion of resilient city construction has significantly enhanced the city's ability to cope with and resist ex-ternal shocks.Smart emergency and resilient city have similarities in construction foundation and core concept,and the in-tegration of the two could promote urban security governance to a higher level.The internal relationship between smart emer-gency and resilient city is analyzed,and the realistic opportunities and accompanying risk challenges of smart emergency empowering resilient city construction are discussed.The complex adaptive system theory and complex network theory are combined to construct a CAS-CNT coupled resilient city system analysis model.And the structural characteristics and oper-ation mechanism of the resilient city system are analyzed by using the established management subject-physical elements-spatial layout-social environment analysis framework.The practical path of smart emergency enabling resilient city construc-tion is discussed from the four dimensions of management resilience,engineering resilience,spatial resilience and social resilience,in order to provide a useful reference for the smart,safe and resilient development of cities in the future.
