Integrated Talent Cultivation of Secondary and Higher Vocational Education:Historical Review,Typical Model and Empirical Insights

Abstract
From the perspective of historical institutionalism,this paper reviews the history and development of the integrated development of secondary and higher vocational education,the evolution of its policies follows the logic of adapting to the development of economy and society,the construction of modern vocational education system and the cultivation of high-tech talents,and fully demonstrating the distinctive characteristics of vocational education.After more than 30 years of practical exploration,many provinces have formed a model of higher vocational integration of talent cultivation,for example,the open vocational education school-running mode of the secondary vocational education in Jiangsu province,the"five-year consistent system"mode of the Shanghai integrated resources upgrading,the regional integration mode of the subsidence counties in Zhejiang province,and the integrated and coordinated development mode of the secondary vocational education group in Shenzhen.Through analysis of the province typical experience pattern,it can provide the experience reference and strategy guidance for the top-level design,the mechanism establishment,the kernel element link and so on.关键词
