Legal issues relating to the submission of Chile regarding the continental shelf beyond 200 nautical miles

Abstract
Chile's submission in 2022 regarding Antarctica in 2022 had two goals.First,based on its National Antarctic Policy issued in 2021,it reinforced its claim over Antarctic territory;second,it demonstrated the delimitation dispute with Argentina.Although the Antarctic Treaty freezes Antarctic territorial claims,it does not resolve the issue of Antarctic territorial sovereignty.The United Nations Convention on the Law of the Sea provides a pathway for claimant states to declare their territorial claims,although the provisions re-garding continental shelf resources conflict with the Antarctic Treaty system.Additionally,Chile's submis-sion incorporates an overlapping claim with Argentina's outer limits drawn under Article 76,paragraph 8,of the United Nations Convention on the Law of the Sea.This paper explores the relevant legal issues involved in Chile's submission,including the legal status of the Antarctic continental shelf,the application and inter-pretation of the without prejudice principle of delimitation in Article 76,paragraph 10 of the United Nations Convention on the Law of the Sea,and the legitimacy of the Commission's position on submissions regard-ing Antarctica,and affirms the legality and necessity of the special procedure set up in Annex I to the Com-mission's Rules of Procedure in avoiding or overcoming disputes between coastal states.关键词
