什么驱动了政府数智化转型:基于因素刻画与前因构型的混合研究
What Drives the Digital Transformation of Government:A Mixed Study Based on Factor Characterization and Antecedent Configuration

Abstract
With the continuous expansion of the application scenarios of big data in government governance activities,we should face the modernization of the national governance system and governance capacity,further promote the deep integration of big data and government governance,and promote the digital and intelligent transformation of the government.This article is based on the WSR system methodology,integrating the LDA topic model and qualitative comparative analysis method,and constructs a research approach of"data foundation layer-topic sketching layer-factor characterization layer-antecedent configuration layer".Through theme clustering visualization,it realizes the factor characterization of government digital transformation and reveals the multiple combination paths and development models of government digital transformation.The results shows that government digital intelligence transformation is affected by three dimensions,namely,"Wuli""Renli",and"Shili".Among them,a healthy relationship between government and enterprises and a solid organizational guarantee are the core conditions for the high-level transformation of government digital intelligence.Provincial governments is demonstrated three modle of digital and intellectual transformation models:resource endowment,personnel-driven,and multi-dimensional momentum.In the future,it is necessary to strengthen the coordination and linkage of multiple elements,strengthen the overall implementation guarantee,and promote the quality,efficiency,and motivation changes of government digital intellectual transformation.关键词
