Co-Governance of Safety Risks in China's Marathon Events:A Dialectical Analysis Based on Collaborative Advantage and Collaborative Inertia

Abstract
Marathon events are typical representatives of mass sports events.Exploring the co-governance of safety risks in such events can provide valuable references for the forward movement of advancing safety checkpoints in various mass sports events in China.Utilizing the methods of literature review,expert interviews and field surveys,and drawing upon the theory of collaborative advantage,this study analyzes the generative logic,inertia attribution,and advantage pathways of the co-governance of safety risks in marathon events.It concludes that the co-governance of safety risks in marathon events is an inevitable choice for ensuring the high-quality development of event safety and effectively safeguarding public life and health of the people,and also the only viable solution to the"meta-management"problem of event safety.Moreover,it constitutes a crucial measure for advancing the modernization of the sports governance system and governance capacity.At present,due to factors such as rudimentary regulations,fragmented organization,divergent objectives,strategic conflicts and resource imbalance,the co-governance of safety risks in marathon events exhibits a state of"inertia".To mitigate this"collaborative inertia"and build a governance pattern with"collaborative advantages",it is imperative to establish a regulatory system centered on self-consistent clauses and connected effectiveness,to refine the organizational structure with clearly defined roles and internal and external coordination,to foster consensus among stakeholders with the axis of the stable and safe operation of events,to develop action-oriented strategies emphasizing on coordinated and autonomous collaboration,and to increase the foundational elements of collaboration supported by human,financial and technological resources.关键词
