水利新质生产力技术标准现状与发展对策研究
Current status and countermeasure study of technical standards for new-quality productive forces of water resources

Abstract
A standard-led country means it has entered into high-quality development and participated in high-standard competition.Deep integration of technical standards and science and technology innovation have become a critical tool for promoting economic development and international competitiveness.Technical standards for new-quality productive forces of water resources are basic support for high-quality water development and driving force of technological innovation,it has been formed in the practice of water control and provides a strong promotion and support for the high-quality development of water conservancy.Systematically sorted out the standard composition structure of the current technical standard system,analyzed the standard demand for high-quality development of water conservancy,focused on digital twin water conservancy system,flood and drought disaster prevention system,national water network engineering system,recovery river and lake ecological environment management system and water-saving system and policy system,combined with the actual demand for high-quality development of water conservancy.Put forward the countermeasures for the development of new quality productivity technical standards of water conservancy,and the technical standards that need to be edited are summarized.In view of the insufficient and untimely transformation of water conservancy scientific and technological innovation achievements into standards,it is proposed to strengthen policy guidance and support,strengthen basic research on standardization,continuously improve the standard system of water conservancy new quality productivity,promote the application and promotion of water conservancy standards,strengthen personnel training and exchange and cooperation,and improve the collaborative mechanism of technical standards development and scientific and technological innovation.关键词
