摘要

Abstract

Under the globalization and regional integration,regional qualifications frameworks(RQFs)serve as a critical tool for promoting educational cooperation and cross-border qualification recognition.Globally,17 RQFs have been established and implemented,among which the European Qualifications Framework(EQF),the Southern African Development Community Qualifications Framework(SADCQF),and the ASEAN Qualifications Reference Framework(AQRF)are representative examples.Through analysis of these frameworks,this study identifies three core elements:the content system as the foundational structure,supporting systems to operationalize framework objectives,and legal safeguards to ensure institutional implementation.The adoption of RQFs significantly drives the development of national qualifications frameworks,enhances qualification recognition and labour mobility,and accelerates regional educational integration.Based on these findings,China should draw on international experiences to accelerate the construction of a national qualifications framework,align with global RQFs,lead the development of the"Belt and Road"regional framework,and establish the Guangdong-Hong Kong-Macao Greater Bay Area qualifications framework.
