Study on the Path of Institutional Innovation in China's Pilot Free Trade Zone to Promote Regional Economic Growth

Abstract
Summary Over the past decade since the establishment of China's Pilot Free Trade Zones(PFTZs),these initiatives have consistently prioritized institutional innovation as their core mission.Significant achievements have been realized in promoting investment liberalization,trade facilitation,financial openness,innovation,and business environment optimization.These zones have generated numerous institutional innovations and developed replicable,scalable successful experiences,making substantial contributions to regional economic development.However,recent studies have failed to incorporate institutional innovation factors when analyzing PFTZs'impact on economic growth,resulting in misestimated output elasticity and significant deviations between predicted and actual economic growth rates. This research first establishes a theoretical model incorporating both institutional innovation and technological advancement within PFTZs.By focusing on the supply side,we eliminate potential heterogeneity stemming from regional differences and mitigate the stochastic nature of innovation processes.We then introduce a consumption preference function to construct a comprehensive equilibrium path model,calibrating parameters and conducting numerical simulations to correct the path coefficients between PFTZs and economic growth. Utilizing provincial panel data from 2013 to 2020,we measure both the high-quality development index of regional economies and the institutional innovation index of PFTZs to analyze how these zones impact regional economic development.Our findings remain valid after rigorous endogeneity and robustness testing.Additionally,through Seemingly Unrelated Regression(SUR)modeling,we systematically analyze the pathways through which physical capital,technological progress,and institutional innovation in PFTZs promote regional economic growth,clarifying the drivers of regional economic growth in relation to PFTZ development. The primary contributions of this research are threefold:First,we factorize institutional innovation and technological progress within PFTZs and construct atheoretical model demonstrating the incremental scale characteristics of PFTZ implementation on regional economic growth.This theoretical framework validates PFTZs as experimental platforms providing replicable models for regional economic integration.Second,we elucidate the fundamental characteristics of institutional innovation in PFTZs,revise path parameters and output elasticity measurements,and adopt an integrated theoretical-empirical framework to address estimation biases in traditional models.Empirically,we quantify institutional innovation's contribution to economic growth through SUR modeling with actual data.Third,through textual analysis,we develop and measure a PFTZ institutional innovation index,providing valuable benchmarks for assessing institutional development levels in PFTZs. This research illuminates the driving forces behind economic growth and innovation within PFTZs,fully demonstrating how these zones can catalyze economic development through institutional innovation.关键词
