Abstract
The world is undergoing an unprecedented transformation in a century,where emerging and persistent challenges collide across various domains,with marine governance becoming increasingly prominent.Given the transboundary and dynamic nature of marine environmental issues—which impact not only national strategic plan-ning but also the sustainable development of global marine resources—China,Japan,and Korea,as pivotal actors in Northeast Asian marine environmental governance,have engaged in collaborative practices.However,historical legacies,interference from external powers,and a lack of political trust have hindered the establishment of binding cooperative mechanisms among the three nations.To address this,trilateral cooperation should leverage the"China-Japan-Korea Plus X"platform by integrating governmental and non-governmental organizations.Through coordi-nated governance,task division,and shared responsibility frameworks,these efforts could advance marine environ-mental governance while fostering the construction of a Northeast Asian maritime community with a shared future.关键词
