Running mechanism,realistic dilemma and resolution strategies of rural governance points system:an explanatory framework based on"Three-Circle Theory"

Abstract
Based on the"Three-Circle Theory"analytical framework and using the research and interview data from SG village in Xianyang,Shaanxi province,YZ village in Fuzhou,Fujian province,and D village in Xiamen,Fujian province,this paper analyzes the operational mechanism and practical dilemmas of the rural governance points system.The results show that the effective operation of the rural governance points system requires coordinated support from the three dimensions of value,capacity,and support.The value dimension needs to be in line with rural public values,including enhancing rural cohesion and centripetal force,guiding a multi-governance pattern,promoting the construction of rural civilization,and improving governance effectiveness.The capacity dimension requires corresponding resources and capabilities such as necessary financial supply,capacity-building of grassroots governance organizations,digital infrastructure,and talent support.In the support dimension,it is necessary to obtain the support of stakeholders such as villagers,village cadres,government departments,and social forces.In the current rural governance points system,there are deviations from public values in the value circle,insufficient grassroots governance resources and capacity-building in the capacity circle,and insufficient action support from stakeholders in the support circle Accordingly,it is recommended to reshape the public value orientation of the points system,strengthen the resource guarantee and capacity-building system,and construct an incentive mechanism for the collaborative participation of multiple subjects so as to promote the sustainable development of the rural governance points system.关键词
