深化建筑业民营经济专业技术人才职称制度改革的路径思考
Exploring Pathways to Deepen the Reform of Professional Title Systems for Technical Talent in Private Construction Enterprises

Abstract
Dev elopment is the top priority,innovation is the primary driver,and talent is the most valuable resource.Since the market-oriented reform of the housing sector in 1998,technical talent in the private construction sector has significantly contributed to the rapid growth of the industry.However,since 2019,the real estate market has undergone profound adjustments,causing difficulties in the operation of some small and medium-sized enterprises.Consequently,unemployment among technical talen thas risen,and their salaries have decreased.Coupled with issues such as social security jurisdiction restrictions,cumbersome procedures,lack of self-assessment authority,and insufficient policy support in professional title evaluation,these factors have further hindered the career development of talent.Therefore,the following suggestions are presented:eliminate social security jurisdiction restrictions and explore cross-regional recognition of professional titles;streamline the evaluation process and promote"one-stop online services";delegate evaluation authority to enterprises;establish a comprehensive policy support system;and enhance supervision,guidance,and policy promotion efforts.关键词
