Abstract
At present,the intricate and evolving external environment has generated a multitude of uncertainties regarding the economic development of our nation.A holistic development model can promote"cost reduction,quality improvement,and efficiency enhancement"in urban underground space development projects.The paper constructs a three-pronged framework for ensuring the implementation of urban underground space planning,which encompasses"institutional systems,technical methodologies,and organizational management."It also offers insights into the application of holistic development models for urban underground spaces across four dimensions:"model selection,demand-driven layout,adaptability,and future-readiness."The paper holds significant reference value for the strategic planning and management of urban underground space development initiatives.关键词
