Comprehensively and Accurately Understanding Xi Jinping Thought on Ecological Civilization:Deepening the Reform of the Collective Forest Tenure System

Abstract
⑴Background——The reform of China's collective forest tenure system is a major initiative,involving the vital interests of more than 100 million rural households and nearly 500 million rural residents,and affecting the utilization efficiency of about 2.6 billion mu of forest land.Since the beginning of rural reform in the late 20th century,the reform faced many challenges,and Xi Jinping's"four questions on forestry reform"provided a theo-retical framework for dealing with these challenges.In the context of promoting the construction of ecological civili-zation and implementing the Plan for Deepening the Reform of the Collective Forest Tenure System,it is of great significance to explore a sustainable reform strategy that coordinates ecological protection and rural development. ⑵ Methods——Taking the"four questions on forestry reform"as the guiding framework,this paper sys-tematically analyzed the course,theoretical framework and implementation paths of the reform of the collective forest tenure system.Using a combination of historical review,theoretical analysis and case studies,it discussed the impact of the reform of the collective forest tenure system on forest governance,rural livelihoods and ecologi-cal outcomes.Key cases mainly included the reform experience in Fujian Province as a national model,and the subsequent implementation in the whole country.Based on the institutional economics and ecological governance theories,it also evaluated the effectiveness of the reform of the collective forest tenure system and put forward some practical implementation strategies. ⑶Results——The"four questions on forestry reform"comprehensively solved the core problem of the re-form of the collective forest tenure system.First,the reform of the collective forest tenure system clarified proper-ty rights,aroused the enthusiasm of the farmers in forestry management,and enhanced resource utilization effi-ciency and rural incomes.Second,it promoted the classified management of forests.While adhering to state su-pervision,the government promoted the construction of market-oriented mechanisms,and increased the enthusi-asm of the farmers for afforestation and forest protection,so as to achieve sustainable management of forests.Third,the reform of the collective forest tenure system highlighted the needs for robust financial and technical support systems to address funding gaps and operational challenges.Fourth,it emphasized the importance of or-ganizing smallholder farmers into cooperative or collaborative frameworks to overcome the limitations of decentral-ized operations. ⑷Conclusions and Discussions——In order to achieve sustainable development of the collective forest tenure reform,the following strategies are proposed:First,increase resource input.Increase investment in scien-tific and technological innovation,financial support and human resources development to enhance forest manage-ment capabilities.Second,optimize the governance structure.Improve the integrity of property rights systems,simplify operational processes to improve efficiency and fairness.Third,promote the collaborative model.Promote cooperation among smallholder farmers,enterprises and local governments through policy incentives and regional planning,balancing the benefits of agglomeration with the risks of over-concentration.Fourth,maintain policy and market support.These supports mainly include financial subsidies,regulatory improvements and facilitation of market access to ensure the long-term success of the reform.关键词
