The Impacts and Transmission Mechanisms of"Forest Eco-bank"on Rural Households'Livelihoods

Abstract
⑴ Background——"Forest Eco-bank"is an important practice to explore the value realization of forest ec-ological products,which plays an important role in giving play to rural ecological advantages and broadening farmers'income channels.At present,the research on"Forest Eco-bank"mainly focuses on three aspects:the operating mechanism,the implementation effects and the institutional positioning of"Forest Eco-bank".Howev-er,can the"Forest Eco-bank"effectively improve rural households'livelihoods?What is the transmission mech-anisms?There is little research literature on these issues. ⑵ Methods——Based on the theoretical analysis of the impact mechanism of"Forest Eco-bank"on the rural households'livelihoods capital,this paper firstly put forward the research hypotheses.Then,the sustain-able livelihoods framework was used to measure the livelihoods capital of the rural households.Finally,the OLS model,grouping regression analysis and SUR model were used to empirically analyze the impacts of"Forest Eco-bank"on the rural households'livelihoods capital level and structure and its transmission mechanisms.The re-search data came from the field survey of the farmers'participation in"Forest Eco-bank"in Shunchang County,Nanping City,Fujian Province in 2023,and a total of 487 valid questionnaires were obtained. ⑶ Results——First,the"Forest Eco-bank"has a significant positive impact on the livelihoodscapitallevel of the rural households,and the average livelihoods capitallevel of the participating rural households is 0.193 u-nits more than that of the non-participating rural households,but it has a negative impact on improving the liveli-hoods capital structure of the rural households.Second,the"Forest Eco-bank"can improve the livelihoods capi-tallevel and structure of the rural households by narrowing the income gap between urban and rural residents and enhancing the supply capacity of regional ecological products.An increase of 10 percentage points in NDVI growth rate can increase the average livelihoods capital level of the regional rural households by 0.595 units.Third,the"Forest Eco-bank"has a greater positive impact on the improvement of the livelihoods capital level and structure of the rural households with higher economic income level and better ecological environment.Fourth,the"Forest Eco-bank"has a significant positive impact on the rural households'physical capital,social capital and natural capital,and participation in"Forest Eco-bank"through forestland circulation in the short term has the most significant effect on the improvement of the livelihoods capital level of the rural households. ⑷ Conclusions and Discussions——Based on the above research conclusions,the following policy sug-gestions are put forward:First,strengthen the inclusive construction of"Forest Eco-bank",and provide policy support for the rural households with lower economic income level,poor ecological environment quality and who are willing to participate.Second,increase the publicity of the"Forest Eco-bank"to improve the cognition level of the farmers,and encourage the rural households to establish a long-term cooperation mechanism with the"For-est Eco-bank".Third,the local governments should give full play to the complementary role of the"Forest Eco-bank"and the local government's ecological compensation policy,and constantly adjust the implementation of the"Forest Eco-bank"and the local government's ecological compensation policy.关键词
