Analysis of the Evolution of the Basic Research Governance System Under the Impact of Technological Suppression

Abstract
In different historical stages of the development of basic research in China,such as"1949 to the Sino-Soviet Split","after Sino-Soviet Split to 1977","1978 to 2007",and"2008 to the present",understanding how technological suppression affects the governance system for basic research is an important entry point for comprehending,understanding,and explaining its evolutionary logic.Research findings reveal that the governance system for basic research is a typical complex adaptive system,and technological suppression,as a complex external factor that has multidimensional impacts on China's governance system for basic research.New China has experienced varying degrees of technological suppression in different historical periods,and the four stages of evolution in the system that exhibit characteristics of replicative incremental adaptation,mechanistic incremental adaptation,biased incremental adaptation,and resonant incremental adaptation.These stages have gone through a process of evolving from simple primitive forms to closed evolution,then to open evolution,and finally to complex evolution.Building on this foundation,the study summarizes and categorizes the characteristics of governance policies,governing bodies,organizational implementation,and governance structure evolution in the governance system for basic research in China under the influence of technological suppression.关键词
