Abstract

To enhance flood control and disaster mitigation capabilities in small and medium-sized rivers,this study proposed methods for flood inundation calculation and impact analysis.A one-dimensional hydrodynamic model and GIS spatial analysis techniques were employed to develop a rapidly calculating method for watershed inundation and its socio-economic impacts,along with a framework for constructing a flood scenario bank.Using the Beitiaoxi River Basin in Zhejiang Province as a case study,this study calculated characteristic values such as water levels and flow rates along the river under various design frequencies and analyzed flood inundation areas using GIS.By integrating socio-economic data and population distribution surveys of disaster-prone areas,high-risk regions were identified,evacuation routes were developed,and flood control scheduling strategies were optimized.Consequently,a flood control scenario bank for the Beitiaoxi River Basin was established.The findings provide essential information support for flood control planning,monitoring and early warning,emergency response,and post-disaster assessment in disaster prevention and mitigation.
