基于多目标协同的地区级智慧水利建设研究与实践
Research and practice of regional intelligent water conservancy construction based on multi-objective coordination

Abstract
In the process of Wenzhou regional intelligent water conservancy construction,there were many problems such as many software systems,many data islands,data non-sharing,and business non-coordination.In order to solve these problems,this research took the digital reform of Zhejiang Province as an opportunity.Through the combing of core business,the"1+6+X+Y"intelligent water conservancy system of Wenzhou water conservancy was constructed by means of unified framework with data governance as the core,iterative upgrading of existing systems,and formulation of normative standards.This system horizontally coordinated the data and business of meteorological,environment,emergency and other departments,and vertically coordinated the data and business of the"Jiulong Linkage Water Control"of the provincial water conservancy department and the water conservancy bureaus of the counties and cities.A Wenzhou horizontal platform had been built,which included more than 20 sub-applications of six core businesses including water disaster prevention,water resources protection,water affairs supervision,water development planning,river and lake reservoir protection,and water government affairs coordination.The research results have been fully applied in water conservancy business work such as flood control and typhoon prevention,water resources management,river and lake management,and achieved good social and management benefits.The construction ideas,methods,frameworks,technologies and paths can provide reference for other domestic water administrative departments at all levels to promote intelligent water conservancy construction.关键词
