Research on the Transformation of Risk Governance Path at the Grass-Roots Level of Megacity from the Perspective of Agile Governance

Abstract
As an urban form with significant characteristics such as high aggregation,high complexity and high mobility,megacity is the core space where various risk factors converge,combine and superposition,and then evolve into systemic public crisis events.As the last mile of mega-city governance,grassroots communities play a vital role in effective prevention,timely control and maximum elimination of public emergencies.However,the practice of dealing with major public emergencies shows that the risk management at the grass-roots level of megacities has fragmented governance dilemmas such as weak governance concepts,mismatching powers and responsibilities of governance subjects,and scattered governance resources.It is urgent to change the risk response strategy of segmentation and each performing its own duties under the traditional bureaucratic system.To embrace the grass-roots risk agile governance paradigm with the characteristics of timely perception,rapid response,dynamic adaptation,and efficient disposal. In this context,combined with the characteristics of grassroots risk governance of megacities and its compatibility with agile governance theory,this study defines grassroots risk agile governance of megacities as taking digital technology as governance means,giving full play to the advantages of multiple entities,effectively integrating and coordinating resources,and realizing dynamic and agile full-cycle risk governance.To create a safe,harmonious,beautiful and happy living environment for the community public governance form,and build a theoretical model of agile risk management at the grass-roots level of megacities.In order to verify the applicability of the theoretical model and promote an effective dialogue between theory and practice,this study takes the grass-roots risk governance practice of X Street in S City as a case study,and conducts an in-depth analysis of the practical exploration,realistic dilemma and transformation path of grass-roots risk agile governance of X Street based on the constructed theoretical model. The research results show that X Street has significantly improved the grass-roots risk management ability through a series of institutional and mechanism innovations such as process reengineering,process standardization,government-community cooperation,and technology embedding.However,there are still some problems,such as agile thinking that needs to be shaped,integration and coordination mechanism that needs to be optimized,multi-subject co-governance efficiency that needs to be fully activated,and digital technology that needs to be deeply integrated.In order to solve the dilemma of grassroots risk agile governance in megacities,this study constructs an optimization path from four aspects:value agility,institutional agility,organizational agility and technical agility. This research innovatively combines agile governance theory with the grassroots risk governance practice of megacities,based on the grassroots risk governance field of megacities in the Chinese context,and constructs a localized agile governance model that integrates multiple governance elements such as party building leadership,multi-subject collaboration,full-cycle dynamic risk governance,and digital technology empowerment.It provides a more reliable forward-looking theoretical perspective for the grass-roots risk governance of megacities,and also helps insight into the profound logic of the modernization of grass-roots governance of megacities.Based on theoretical discussion,this study takes the grassroots risk governance practice of X Street in S City as a case study,and makes an in-depth analysis of the current situation,dilemma and path transformation of grassroots risk agile governance in megacities based on the Chinese context,providing useful references for how megacities can realize the paradigm transformation of grassroots risk agile governance.关键词
