The Internal Logic and Realization Path of New Quality Productive Forces to Promote High-Quality Urban Development
摘要
Abstract
High-quality urban development is the current strategic goal of urban governance.However,how to promote high-quality urban development remains a significant challenge that needs to be addressed in the process of Chinese-style modernization.As a representative of advanced productive forces,new quality productive forces exhibit general characteristics such as disruptive innovation leadership,a shift from factor-driven models,the reshaping of industrial chains,high-quality development,and human-centeredism,as well as era-specific features like digitalization,intelligence,and greening.These forces have become the core driving force behind the promotion of high-quality urban development. Based on the connotations,characteristics,dimensions,and relationships between new quality productive forces and high-quality urban development,this study explores the intrinsic logic,challenges,and practical pathways of how new quality productive forces can drive high-quality urban development.It is argued that new quality productive forces,supported by technological innovation,industry,talent,green development,and digital intelligence,foster urban economic growth,industrial upgrading,enhanced vitality,sustainable development,and improved governance effectiveness.Consequently,it provides strong support for advancing high-quality urban development.As a new engine for promoting high-quality urban development,new quality productive forces are driven by technological innovation,emerging industries,high-quality talent,green development,and digital transformation.Together,they form a diverse support system for sustainable and high-quality urban development.Therefore,accelerating the development of new quality productive forces is both an inherent requirement and a key focus for unleashing new drivers of high-quality urban development. The current challenges faced by new quality productive forces in driving high-quality urban development can be categorized into five main aspects:the weak driving force of technological innovation in leading urban development,the difficult task of optimizing and upgrading urban industrial structures,the insufficient quantity and support of high-quality talent,the compounded pressures of urban green development and environmental protection,and the increasing complexity of governance alongside challenges related to digital intelligence.In response,this study proposes practical pathways for leveraging new quality productive forces to promote high-quality urban development.These include building an urban innovation ecosystem,accelerating the development of a modern urban industrial system,constructing youth-and talent-friendly cities,promoting ecological urbanization,and enhancing the overall digital governance effectiveness of cities. This study,through multiple dimensions such as technological innovation,industry,talent,green development,and digital intelligence,focuses on the relationship between new quality productive forces and high-quality urban development.It systematically analyzes the intrinsic logic behind the role of new quality productive forces in promoting high-quality urban development.This analysis not only deepens our understanding of the impact mechanisms between the two but also provides new ideas and pathways for advancing high-quality urban development.Additionally,by focusing on the challenges faced in the current phase,it proposes specific practical pathways for accelerating the cultivation and development of new quality productive forces and for helping cities achieve high-quality development goals such as efficiency,intelligence,fairness,and sustainability.These suggestions offer scientific theoretical foundations and practical insights for accelerating the formation of new quality productive forces and promoting high-quality urban development.关键词
