城市治理数字化转型何以可能?
How Is the Digital Transformation of City Governance Possible?

Abstract
In recent years,promoting the digital transformation of city governance has become a typical trend.Under the strategic background of building a digital China,the digital transformation of city governance is an important starting point for the city to respond to the central government's construction of"network state,digital China,and smart society",which is the core carrier of the construction of digital China,and is a reform of city operation in the digital era.However,there is a lack of existing literature to analyze the digital transformation path,especially the lack of analysis of influencing factors and practice process,as well as the transformation models and internal logic. Based on the TOE theory(technology-organization-environment),this study adopts a multi cases comparative study method to summarize paths and methods of digital transformation of city governance from the specific cases of Shanghai,Beijing and Hangzhou from the three dimensions of technology,organization and environment.This study finds that there is no optimal plan,which needs to be acted according to actual circumstances.The key to digital transformation lies in technology empowerment,organizational change,and the selection flexible measures based on environmental advantages. Compared to the previous literature,the value of this study is reflected in three aspects.Firstly,the topic is valuable,and the study of digital transformation is of epochal significance.The practice in Shanghai,Beijing and Hangzhou shows that digital transformation is the core driving force for city development,and it is also the way to promote the modernization of city governance.Secondly,there is theoretical innovation.Compared to previous single case studies,this study adopts a multi cases comparative research method to analyze various models and construction logic of urban governance digital transformation.Thirdly,there is practical value.The differences in urban environment,resource endowment,technological foundation,and other factors have led to differences in the opportunities,goals,and methods of digital transformation.This study will help urban governments formulate more targeted digital transformation plans. The digital transformation of urban governance is a forward-looking academic proposition,and which is bound to attract more attention from the academic community.Future research can be deepened in areas such as data governance,digital inclusion,and model innovation.关键词
