"双碳"目标下林业碳汇空间占用补偿机制研究
Research on the Compensation Mechanism of Forestry Carbon Sink Space Occupation in the Context of"Dual Carbon"Goals

Abstract
Based on sorting out the connotation of forestry carbon sink space occupation compensation,the paper analyzed its relationship with forest land occupation compensation,and combined it with the theory of eco-environmental value and transaction costs to initially construct the forestry carbon sink space occupation compensation mechanism.The mechanism divides the rights and responsibilities as follows:the subject of forestry carbon sink loss caused by legal construction and occupation of forest land shall pay forestry carbon sink compensation fee to the competent government departments in advance;the competent government departments are responsible for the reserve,verification and cancellation,and overall management of supplementary forestry carbon sink;the competent government departments and other social entities can develop and trade supplementary forestry carbon sink index according to relevant regulations;forestry carbon sink compensation fee or forestry carbon sink index adjustment fee is determined based on forestry carbon sink value.Based on the properties of the mechanism,the paper discusses the application value of the compensation mechanism for the occupation of forestry carbon sink space in eco-compensation,interest coordination,land saving and utilization.It puts forward some suggestions,including strengthening the construction of forestry carbon sink monitoring and measurement accounting system,and establishing the information management platform for forestry carbon sink space occupation compensation.关键词
