Practice and achievements of the compact medical consortium at Chongqing Traditional Chinese Medicine Hospital

Abstract
Objective To evaluate the effectiveness of the compact medical consortium led by Chongqing Traditional Chinese Medicine Hospital from 2018 to 2023,to summarize the experiences and weaknesses,and to propose improvement measures.Methods Data were collected using a questionnaire survey covering six aspects:general information,resource allocation to lower-level institutions,two-way referral,radiation and driving effects,capability enhancement,and efficiency improvement.The data were analyzed using descriptive research methods,TOPSIS(Technique for Order of Preference by Similarity to Ideal Solution),RSR(Rank Sum Ratio)method,and a combined fuzzy approach of both TOPSIS and RSR.Results Chongqing Traditional Chinese Medicine Hos-pital made certain progresses in the construction of the compact medical consortium through the implementation of two-way referral,resource allocation to lower-level institutions,and radiation and driving effects.The TOPSIS a-nalysis results showed that the maximum Ci values for six district and county-level TCM hospitals were all in 2023.The RSR analysis results indicated that the maximum RSR values for these six hospitals were also in 2023.The combined fuzzy approach results showed that all six hospitals performed best in 2023.Conclusions The results from the four evaluation methods demonstrated that the compact medical consortium led by Chongqing Traditional Chinese Medicine Hospital has achieved significant successes over the years.However,some shortcomings were i-dentified including deficiencies in the quality of assistance,resource integration,smoothness of two-way referral,and long-term planning.It is recommended to focus on meeting the needs of member institutions,improve the as-sessment,feedback,and improvement mechanisms for the medical consortium,and establish a clear and well-de-fined operational management system.This will promote the allocation of high-quality TCM resources to lower-level institutions and ensure their balanced distribution.关键词
