城镇化对基层医疗卫生机构运行效率影响分析
Impact of urbanization on the operational efficiency of grassroots healthcare institutions

Abstract
Objective To assess the operational efficiency of grassroots healthcare institutions in Weifang City from 2018 to 2022,to examine the influence of urbanization on this efficiency,so as to offer strategic insights for optimizing healthcare resource allocation and enhancing healthcare service quality.Methods A three-stage DEA model,combined with the Malmquist index,was employed to measure the static and dynamic shifts in opera-tional efficiency of grassroots healthcare institutions.Additionally,the Tobit model was utilized to analyze the im-pact of urbanization on their operational efficiency.Results After controlling for environmental variables and ran-dom disturbances,the overall efficiency of grassroots healthcare institutions in Weifang City in 2022 stood at 0.946,with significant environmental influences on their operational efficiency.The mean change index for total factor productivity from 2018 to 2022 was 1.004,with over half of the counties and districts recording a technologi-cal progress index below 1.Tobit analysis results revealed a strong positive correlation between urbanization and the operational efficiency of grassroots healthcare institutions(P＜0.01).Conclusions The layout of grassroots healthcare institutions should be strategically planned in alignment with the urbanization progression and population distribution.Furthermore,there should be enhanced integration of resources within community health service cen-ters and township health centers,along with advancements in information technology,to ensure seamless connec-tivity among personnel,finances,and resources.关键词
