Fiscal decentralization,financial decentralization and rural habitat management
摘要
Abstract
To study the relationship between fiscal and financial decentralization and rural habitat management,the effect and moderate range of fiscal and financial decentralization on rural habitat management was empirically tested by using two-way fixed-effects and threshold panel models based on provincial panel data from 2007 to 2022.The results showed that:Firstly,the relationship between fiscal decentralization and public service provision for rural habitat management showed a U-shaped curve that decreases first and then rises.The relationship between financial decentralization and public service provision for rural habitat management shows an inverted U-shaped curve that increases first and falls after.These non-linear effects also show significant spatial and temporal heterogeneity.Secondly,the non-linear relationship between decentralization and public service provision for rural habitat management exists in optimal moderate ranges.Maintaining a high level of fiscal decentralization and a moderate level of financial decentralization is conducive to the enhancement of rural habitat management supply.Thirdly,the interaction between fiscal decentralization and financial decentralization is still difficult to promote rural habitat management supply,indicating that the synergistic effect of decentralization has yet to be strengthened.Based on the results above,the reform of the decentralized system should be continuously promoted,the degree of fiscal decentralization should be continuously increased,the range of financial decentralization should be reasonably controlled,and emphasis should be placed on the synergy between fiscal decentralization and financial decentralization,so as to maximize the role of decentralization in enhancing rural habitat management supply.关键词
