农业社会化服务试点政策对农业绿色发展的影响
THE IMPACT OF AGRICULTURAL SOCIAL SERVICE PILOT POLICIES ON AGRICULTURAL GREEN DEVELOPMENT

Abstract
The report of the 20th National Congress of the Communist Party of China clearly stated the need to accelerate the promotion of green agricultural development.In order to reveal the role of the current national policy promoting agricultural socialized service pilot policies in promoting green agricultural development,this article used panel data from counties in Hunan province from 2008 to 2020,and conducted an empirical research using overlapping DID,PSM-DID,and composite DID models.The benchmark regression results indicated that the implementation of pilot policies for agricultural socialized services helped to promote green agricultural development,but the dynamic effects of the policies were significant and there was a certain lag in the effectiveness of the policies.Mechanism analysis showed that the pilot policy of agricultural socialized services not only directly reduced the input of environmental factors in the agricultural production process,but also promoted the green development of agriculture by promoting agricultural scale operation and advancing agricultural technology;Further heterogeneity analysis showed that compared to regions with lower levels of economic development and human capital,regions with higher levels of economic development and human capital had significant policy effects;And in areas with higher levels of labor transfer,the green development effect of policies was stronger.Therefore,we should increase the pilot efforts of agricultural socialized service policies,actively cultivate various forms of agricultural service organizations,promote moderate scale operations in various forms,and so as to promote green development of agriculture.关键词
