Abstract
Grassroots civil servants play a crucial role in grassroots governance and public service.Currently,the state actively advocates reducing burdens on grassroots units and stimulating the sense of responsibility and innovation of the civil servant team.Public service motivation of grassroots civil servants significantly influences grassroots civil servants'proactive behavior in fulfilling their duties.Drawing on the public service motivation theory,social exchange theory,and self-regulation theory,this study constructs a"motivation-satisfaction-behavior"theoretical model moderated by workload and conducts an empirical analysis using data from grassroots civil servants.The findings reveal that public service motivation has a significant positive driving effect on proactive behavior;job satisfaction plays a partial mediating role in this path;and work burden negatively moderates the direct influence of public service motivation on job satisfaction and its indirect mediating path.The study suggests that reducing administrative burdens and strengthening intrinsic motivation cultivation are critical pathways to inspire proactive behavior among grassroots civil servants,providing theoretical and empirical support for optimizing"grassroots burden reduction"policies.关键词
