Practical Dilemmas and Pathways for Encouraging Talents to Return to Hometowns and Be Engaged in Agriculture
摘要
Abstract
Rural revitalization relies on the industry as the foundation and talents as the key.This paper adopts social survey and case analysis methods to study the issue of talent returning to hometowns and being engaged in agriculture.Through field research on agricultural areas in Tianjin,it is found that there are problems such as shortage of resource elements,poor agricultural industry environment,lack of competitiveness in policies,limited expected profit space,poor career development channels for talents,and still significant gaps between urban and rural infrastructure and social services.To promote talents returning to hometowns and being engaged in agriculture,it is necessary to provide diversified incentives based on the differentiated needs of talents,create a pleasant,business-friendly,livable,and study-friendly living environment,and ensure that talents who return to hometowns can not only achieve success,but also have a way-out guarantee.We should establish a long-term mechanism for party and government officials to stay in rural areas,improve the guarantee and interest subsidy policies for entrepreneurial loans for talents after returning hometowns,perfect industrial and commercial capital introduction and management combination and joint venture mechanisms,implement the"Eagle Returning Home"special plan for college and university students to return hometowns,and form a good trend of talent gathering in rural areas.关键词
